  25. I was stationed at the base right next to there from 2014-17 and they have always been out there. I got transferred back to San Diego like 2 months ago and I couldnt believe my eyes. They were everywhere. All in the street all hours of the day. I believe the cops are running continuous stings, because there's NO way they are walking like that.
